I enclose the draft Act to Reform the Weapons Law adopted by the Federal Government, together with the explanatory memorandum and introductory page (Annex 1).

I request that you initiate the necessary proceedings for the German Bundestag to take a decision on this bill.

The Federal Ministry of the Interior bears overall responsibility for this bill.

The Bundesrat decided at its 768th sitting on 19 October 2001, in line with Article 76, paragraph (2) of the Basic Law, to comment on the bill as set forth in Annex 2.

The view of the Federal Government on the comments of the Bundesrat is set forth in the enclosed counterstatement (Annex 3).
