Le Conseil de l’Europe est la plus ancienne organisation intergouvernementale européenne. Créé en 1949, il a son siège à Strasbourg et compte actuellement 47 États. Il a pour buts de défendre les droits de l'homme et la démocratie pluraliste et d'assurer la primauté du Droit. L’Assemblée parlementaire a été le premier organe parlementaire au niveau européen après la Seconde guerre mondiale et représente aujourd’hui le plus grand forum politique de l'Europe. Elle regroupe 318 parlementaires en provenance des États membres et le même nombre de suppléants. Le Bundestag allemand y est représenté par une délégation de 18 membres et autant de suppléants, présidée pendant la 18ème législature par Axel E. Fischer (CDU/CSU).
