In the role of artist and architect, Norman Foster represents Great Britain in the art concept for the Reichstag Building, as invitations were extended not only to German artists but also to artists from the four former Allied Powers. As the architect he was responsible for the re-construction of the Reichstag Building and the construction of the new dome.
He also planed the reserve of the eagle exhibited in the plenary chamber. The obverse is based on the original 1953 design by Ludwig Gies for the first plenary chamber in Bonn, whereas the reverse, designed by Foster, represents a more dynamic, slimmer eagle. The sculptural work, with a surface area of 58 square metres and a weight of 2.5 tonnes, is signed and dated on the reverse by Norman Foster.
