Jakob Kaiser House, House 4 east corridor Site plan of the Parliament Quarter
   
 

On the ground floor of the House 4 east corridor is an illuminated installation created by Cologne artist Astrid Klein. The neon lights display quotations from Leviathan by English philosopher and political theorist Thomas Hobbes. In this work published in 1651 he described his concept of a social contract. The artwork continues on the ground floor of House 8 on the other side of Dorotheenstrasse.
