The Ukraine is a unitary state which includes one Autonomous Republic, the Republic of Crimea. The Crimea was part of the Russian Federation until 1954 and has a significant Russian majority. In a referendum, on 20 January 1991, residents of the Crimea voted to restore the region to the status of an Autonomous Republic. The decision was ratified by the Ukrainian Supreme Soviet. The referendum was opposed by the Crimean Tatars, who claimed an exclusive right for the indigenous people to vote. Following the decision of Russia in January 1992 to re-examine the status of the tranfer of the Crimea to Ukraine in 1954, the Ukrainian Supreme Soviet declared that the Russian decision contravened a number of treaties, including the one on the formation of the Commonwealth of Independent States. In February 1992 the Crimean Supreme Soviet voted to change the region's name from the Crimean ASSR to the Republic of Crimea. In April Ukraine granted Crimea greater autonomy within Ukraine, but, in May, the Crimean parliament voted to declare Crimea an independent state.
